dc.description	The nature of modern features of scientific and technological development in Ukraine is determined in this article. The important aspects of scientific and technological development based on the analysis of domestic and foreign experience have been identified. Today it is necessary to have a steady increase in R&D expenditures in science-intensive industries, primarily in the development and production of defense products; to improve the legislative provision and the sphere of interstate technology exchange; pay attention to the rational use of dual technologies; to identify restrictions on the use of new technologies; to improve the organizational structure of the innovative enterprise with the appropriate training of contractors; identify new forms and structures of interfirm interaction. The analysis of two alternative forms (mechanisms) of distribution of resources in scientific and technological development: market and organizational is carried out. Two main points are emphasized, which determine their nature - the principle of decision-making, which is followed by the parties to the agreement and the provisions and role of the participants in the interconnected system, their composition and relationship. Emphasis is placed on the development of civilian technology to a level where there will be a reverse transfer from the civilian to the military. The discussion of the problem of modernization of the national economy and the conditions of its membership in the group of highly developed countries of the world on the basis of the formation of a well-founded scientific and technological policy was continued.	uk_UA
dc.description.abstract	Визначено характер сучасних особливостей науково- технологічного розвитку в Україні. На основі аналізу вітчизняного і закордонного досвіду виявлені наступні важливі аспекти науково-технологічного розвитку: необхідно сьогодні мати стійкий ріст витрат на НДДКР у наукоємних виробництвах, в першу чергу, у сфері розробки і випуску продукції оборонного призначення; удосконалювати законодавче забезпечення у сфері міждержавного обміну технологіями; звернути увагу на раціональне використання подвійних технологій; визначити обмеження на використання нових технологій; удосконалювати організаційну структуру інноваційного підприємства при відповідному підвищенні кваліфікації виконавців робіт; виявляти нові форми і структури міжфірмової взаємодії. Проведено аналіз двох альтернативних форм (механізмів) розподілу ресурсів у науково-технологічному розвитку: ринкова і організаційна. Підкреслено два основних моменти, що визначають їх характер - принцип прийняття рішень, якого дотримуються учасники угоди та положення і роль учасників угоди у взаємопов’язаній системі, їх склад і взаємовідносини. Зроблено наголос на розвитку цивільних технологій до такого рівня, коли буде з’являтися зворотній трансфер - з цивільної області у військову. Продовжено обговорення проблеми модернізації національної економіки та умови її входження до групи високорозвинутих країн світу на основі формування науково обґрунтованої науково-технологічної політики.	uk_UA
