Висвітлено перспективи побудови єдиного освітнього простору країн-
учасниць Болонської декларації 3 ’псовано, що сучасним шляхом в його розвитку є
компетентнісний підхід. Актуалізовано необхідність розроблення для України нових
стандартів вищої освіти в термінології компетенцій. Проаналізовано досвід
розробки освітніх стандартів у рамках компетентнісного підходу в Нідерландах,
Німеччині, Росії та інших європейських країнах. Розглянуто національні кваліфікаційні
рамки, типологію запроваджених компетенцій. Підкреслено, що країни, які вже
стали на шлях компетентнішої освіти, зіштовхуються з певними труднощами,
виникненню яких Україна може запобігти, вивчаючи зарубіжний досвід.

The prospects o f building a unified educational environment ofparticipating
countries of the Bologna Declaration have been highlighted. Modern ways o f its development
have been studied It has been emphasized that the level o f implementing competence
standards approach in higher education o f EU countries is rather different. Experience o f
building educational standards within the competence approach in European countries,
national qualifications frameworks, and typology o f the introduced competencies has been
considered. It has been emphasized that the standards construction requirements for
university graduates on the basis o f competence, although correlated with the European
recommendations on national standards, have their own national specificity in quantitative
and qualitative dimensions, approaches to their definition and classification.
In the analysis o f foreign experience special attention has been paid to German
practice o f building competence model o f education as a pioneer country with profound
educational tradition o f competence approach in education and which was a prerequisite
for understanding the need to improve the quality and efficiency o f education development
criteria. The experience o f Russia is considered to be the most appropriate for further
reform o f higher education in Ukraine.
A number o f challenges that are currently facing higher education institutions in the
implementation o f new practices in higher education o f the third generation have been
singled out. The next suggested step is the integration o f Ukraine into the European
educational environment, which presupposes the development o f educational standards
using competence basis. It has been emphasized that the countries that have already
embarked on competence education are faced with certain difficulties which Ukraine can
prevent by further studying and summarizing foreign experience.
